Comprehensive Policy Framework for Addressing Informality

This document proposes a comprehensive policy framework for addressing informality. The framework includes four broad goals: creating more jobs, registering informal enterprises and regulating informal jobs, extending state protections to the informal workforce, and increasing the productivity of informal enterprises and the income of the informal workforce.

The following are some of the challenges to implementing these goals:
